School Safety Enhancement (SSE) Program β $93 Million
Competitive grants to State educational agencies for evidence-based school safety measures: infrastructure security, emergency response planning, and training for school personnel and SROs. First year this grant has been competed. Deadline 11:59 PM ET July 28, 2026.
FY2026 Nonprofit Security Grant Program (NSGP) β NOFO Expected

Homeland Security Grant Program (HSGP) β SHSP, UASI, OPSG
FY2025 total: $1.008 billion. Includes State Homeland Security Program ($373.5M), Urban Area Security Initiative ($553.5M), and Operation Stonegarden. FY2026 NOFO not yet published. Flows through State Administrative Agencies β all 50 states.
COPS School Violence Prevention Program (SVPP)
Annual competitive program providing up to $500,000 per award for school safety technology, emergency notification systems, metal detectors, locks, lighting, and law enforcement coordination. Available to schools and local governments in all 50 states including Illinois, Indiana, Ohio, Michigan, and more.
BJA STOP School Violence Program
Funds software and systems to help K-12 schools maintain safe environments and recognize, respond to, and prevent violence. Available to states and local governments nationwide including all Midwest states. Supports threat assessment, anonymous tip lines, and violence prevention training.

Ohio AG Formula-Based School Safety Grant β $2,500 per School Minimum

Tennessee Public School Security Grant β $20 Million
Governor Lee and the Tennessee General Assembly included $20 million in the FY2025-26 Budget for public school security grants. Funding based on Average Daily Membership (ADM) β no local match required. Prior cycle opened August 2025 with applications reviewed same day. Contact TN DOE for FY27 timeline.
Tennessee Stronger Connections Grant β $18.8 Million
Federal Stronger Connections Grant Program provides $18.8 million for safer and healthier learning environments in Tennessee. End date September 30, 2026. Covers surveillance cameras, 2-way communications, metal detectors, physical security infrastructure, and violence prevention.
Tennessee SRO Program Grant β Up to $75,000 Per Officer
Provides funding to local law enforcement to place full-time, POST-certified School Resource Officers in K-12 public and charter schools. Up to $75,000 per year per SRO per school. Applied through Tennessee Department of Safety & Homeland Security.

Michigan's FY2026 education budget includes record $321 million for student mental health and school safety. Also eligible for all federal programs.

Illinois schools and nonprofits are eligible for federal COPS SVPP, NSGP, HSGP, and state-level safety funding. Illinois SAA manages NSGP.

COPS SVPP β Illinois School Districts
Illinois schools and police departments have historically received COPS School Violence Prevention Program grants (9+ Illinois districts received awards in prior cycles). Up to $500,000 per award for security technology, emergency notification, and law enforcement coordination. FY2026 NOFO expected. Illinois 12th Congressional District historically active.
Wisconsin
Wisconsin DOJ Office of School Safety administers multiple active grant programs including digital mapping and violence prevention.
Wisconsin State Violence Prevention Grant β Schools Category
New one-time competitive grant from the Wisconsin Department of Administration. Public, private, charter, and tribal schools eligible. Supports threat assessment, staff training, conflict resolution, safety technologies. No match required. Funds must be expended by December 31, 2026.
Wisconsin Digital Mapping of School Buildings Grant (Act 109)
Wisconsin DOJ Office of School Safety provides reimbursement funding for schools to develop digital critical-incident mapping data and building blueprints for first responders. $6.2M+ awarded to 378 Wisconsin schools. Project period through June 30, 2026. First-come, first-served with priority for schools without prior maps.

Texas
Texas has one of the largest school safety grant programs in the nation with over $1 billion allocated since Uvalde. Also home to major NSGP-UA cities including Houston, Dallas, San Antonio, and Austin.
Texas School Safety Standards Formula Grant (SSSFG) β Extended Through April 30, 2026
The Texas Legislature authorized an extension through April 30, 2026 for districts to draw down and spend previously allocated funds. Administered by the Texas Education Agency (TEA). Covers perimeter fencing, thermal cameras, security cameras, access control, emergency notification systems, and entry-resistant security film.
Texas SAFE Grant (Safety and Facilities Enhancement) β Cycle 2
House Bill 3 (88th Legislature) appropriated $1.1 billion to TEA for school safety grants. Cycle 1 allocated $821 million. Cycle 2 is expected to open for eligible Texas LEAs. Covers surveillance, access control, entry hardening, emergency communications, and security infrastructure improvements post-Uvalde standards.
FY2026 NSGP β Texas Public Safety Office (PSO)
Texas administers NSGP through the Governor's Public Safety Office (PSO). FY2026 projects must begin on or after September 1, 2026 and expire by February 28, 2029. Required documents: FY2026 Investment Justification (IJ), Vulnerability/Risk Assessment, and Mission Statement. Texas has multiple NSGP-UA designated cities including Houston, Dallas, San Antonio, and Austin.
California
California is unique β it has its OWN state-level nonprofit security grant (CSNSGP) IN ADDITION to the federal NSGP. Organizations can apply for BOTH and potentially combine up to $450,000 in total funding.
California State Nonprofit Security Grant (CSNSGP) β $76 Million
California's own state-funded nonprofit security grant, separate from federal NSGP. $76 million allocated in the latest round. Up to $250,000 per site, max 2 sites. FY2025-26 cycle deadline was December 12, 2025 (extended to Jan 12, 2026 for support services). FY2026-27 cycle expected to open fall/winter 2026. Performance period: March 1, 2026 β December 31, 2027.
FY2026 NSGP β California SAA (Cal OES)
California administers federal NSGP through Cal OES. California organizations can apply for BOTH the federal NSGP AND the state CSNSGP in the same cycle β they are completely separate funding streams. Combined potential: up to $200K federal + $250K state = $450K per site. Los Angeles and San Francisco are major NSGP-UA designated areas.
CSNSGP FY2025-26 β Performance Period Active (March 2026 β Dec 2027)
Organizations awarded in the FY2025-26 CSNSGP cycle are now in their performance period (March 1, 2026 β December 31, 2027). This is a reimbursement-based grant β organizations purchase approved equipment first, then submit documentation for reimbursement. Any remaining reimbursement requests must be submitted within 20 days of the December 31, 2027 expiration.
Missouri
Missouri DPS Office of Homeland Security administers NSGP. St. Louis is a UASI-designated urban area β eligible for higher NSGP-UA funding up to $600,000 per org.

Missouri administers NSGP through the Department of Public Safety (DPS), Office of Homeland Security via the WebGrants System. St. Louis UASI area (St. Louis City, St. Charles, Franklin, Jefferson, St. Louis County) eligible for up to $200,000 per site, max 3 sites = $600,000. Consortium applications eligible for up to $1,000,000 (10 sites). Kansas City UASI nonprofits apply through Missouri OHS as well.
Missouri State Homeland Security Program (SHSP)
Missouri receives annual SHSP funding through FEMA's HSGP. Schools, nonprofits, and municipalities can access security funding through local government partnerships. Missouri DPS OHS administers. Apply through your local emergency management agency or Missouri DPS.
West Virginia
West Virginia has two active school safety funding programs with a key September 2026 compliance deadline. Act now before funds expire.
WV School Safety Mapping Funds (HB 3166) β Deadline Sept 1, 2026
Non-competitive reimbursement program providing up to $4,500 per school for standardized safety maps compliant with law enforcement and emergency response requirements. Covers digital mapping, emergency response overlays, and related services. Distributed through the West Virginia Department of Education. Statutory compliance deadline: September 1, 2026. Future funding uncertain after this date.
WV School Security and Fire Safety Fund (SB98)
Needs-based program from the School Security Act of 2024. Schools receive a mandatory inspection and grading (Green, Yellow, or Red). Schools graded Yellow or Red can apply for funds to fix security deficiencies. Covers silent panic alarms, door hardware, and emergency notification systems. Districts must encumber funds by September 30, 2026.

Iowa
Iowa school districts have access to the Stronger Connections federal grant plus NSGP through Iowa Homeland Security. Active funding available through 2026.
Iowa Stronger Connections Grant β $5.7 Million
The FY23 Stronger Connections Grant Program provides Iowa school districts with $5,688,676 for safer and healthier learning environments. Allowable expenses include early detection and warning systems to identify at-risk students, violence prevention resources, security equipment, and more. Distributed through the Iowa Department of Education.

Iowa administers NSGP through the Iowa Homeland Security and Emergency Management Division and the Governor's School Safety Bureau. Pennsylvania
Pennsylvania is one of the top NSGP markets in the nation. PCCD provides over $60 million in school safety grants. Philadelphia is a major NSGP-UA designated city.
Pennsylvania PCCD School Safety Grants β $60 Million+
The Pennsylvania Commission on Crime and Delinquency (PCCD) provides over $60 million in school safety grants annually. One of the largest state-level school safety programs in the country. Covers security equipment, cameras, access control, threat assessment, mental health support, and emergency preparedness. Pennsylvania public and nonpublic schools are eligible.
FY2026 NSGP β Pennsylvania Emergency Management Agency (PEMA)
Pennsylvania administers NSGP through PEMA. Philadelphia is a major NSGP-UA designated city β Philadelphia nonprofits and faith-based organizations are eligible for NSGP-UA funding up to $200,000 per site. Pittsburgh area organizations also eligible. Pennsylvania has a large Jewish, Muslim, and faith community population making it highly competitive for NSGP.
North Carolina
North Carolina has a proven NSGP track record with a Salesforce-based application portal. FY2025 deadline was November 7, 2025. FY2026 cycle expected OctβNov 2026.
